Description Declaration. Court found that consent authorities have jurisdiction to consider effects of impediments to passage of freshwater fish when dealing with a consent application. This is not inconsistent with onter legislation relating to freshwater fish and their habitats. (Refer to Transit NZ v Auckland Regional Council A100/2000)
