Description Appeal on consent for subdivision in Coastal Dune Policy Area. Court found that the proposal was non-complying, visual and landscape effects were significant. Applicant did not provide information on environmental effects of earthworks and roading. Consent declined. Subsequent High Court appeal ( Pukenamu Estates Ltd v Kapiti Environmental Action Inc HC Wellington AP106/02 17/12/03) unsuccessful.
